2019 Sussex County Resurfacing Program
Please be advised that, due to weather and unforeseen circumstances, the re-start date for the milling and paving work associated with the 2019 Sussex County Resurfacing Program has been shifted to Tuesday, May 26, 2020.
The concrete/ADA upgrade work along CR 631 in Franklin Borough re-commenced on April 28. The Contractor is currently conducting the concrete/ADA upgrade work along CR 607 in Hopatcong Borough. The roadway resurfacing work will re-commence on or about May 26, 2020 on CR 669 in Andover Twp. & Borough.
Milling and paving has been completed on CR 517 (Rudetown Rd), CR 565 (Ross’s Corner Rd), CR 661 (Beaver Run Rd.), CR 630 (Branchville Culvers Lake Rd.), CR 602 (Stanhope Hopatcong Rd.), and CR 627. Milling and paving of CR 631 (Franklin Ave.), CR 607 (Lakeside Blvd/River Styx Rd.), CR 669 (Limecrest Rd.), and the CR 616 (Newton Sparta Rd.) repair area will re-commence as stated above.
Please note that the resurfacing work along CR 607 in Hopatcong Borough and CR 616 in Andover Twp. was originally scheduled to be completed as night work operations based on traffic volumes. However, as a result of the Executive Orders issued in response to the COVID-19 pandemic, and subsequent traffic volume reductions, the Division of Engineering conducted traffic studies to reassess these locations for possible daytime work. Based on the current traffic volumes, the work along CR 607 and CR 616 will be conducted during daytime hours. If, at any time during the project, traffic volumes return to previously observed conditions, the remaining work along CR 607 and CR 616 will be shifted back to night work operations.

(5/15/2020) CR 631 MM 0.82 Culvert Repair Construction Notice
Please be advised that, on or about Tuesday, May 19, 2020, the Sussex County Division of Public Works, with support from the Sussex County Office of Bridge & Traffic Safety, will commence the repair of a damaged stormwater culvert within CR 631 (Franklin Ave) at MM 0.82 in the Borough of Franklin. The work will take approximately 4 days to complete. Traffic flow will be maintained through the work zone, during normal daytime work hours, utilizing a single lane, flagger-controlled closure. The north and southbound lanes of CR 631, in the vicinity if the repair work, will be restored to service at the close of each day.
The commencement of this work is contingent upon completion of the NJDOT closure and detour of SR 23 for the NYS&W bridge replacement, which will be in effect from Friday, May 15 at 7 a.m. until Monday, May 18 at 5 p.m. The repair schedule is subject to change based on weather and unforeseen circumstances.

(4/21/2020) Replacement of Sussex County Bridge X-48 Project Status Update

Mudtown Road over Clove Brook
Due to the variability of the geology in the project area, the design consultant for the project, Boswell Engineering, in conjunction with their geotechnical subconsultant, Oweiss Engineering, will perform additional soil borings at Bridge X-48 prior to advancing the preliminary design.
The soil borings will be used in developing the type and depth for the proposed bridge foundations and for performing a scour analysis.
Due to inclement weather the geotechnical soil borings have been rescheduled to Wednesday April 29th.
The soil borings will be conducted on either Friday April 24th or Monday April 27th and are expected to take one day to complete under a one lane flagging operation. The schedule is subject to change due to weather conditions or other unanticipated circumstances.

(4/8/2020) Replacement of Sussex County Bridge Q-06 Main Street Sparta Township
Bridge Q-06, Main Street over Wallkill River
Keller & Kirkpatrick, the County's design consultant for the project, is advancing the 90% bridge replacement design plans and specifications for the project. NJDEP completed their review of the project and Flood Hazard Area and Freshwater Wetlands permits have been issued. A construction timeframe has not been established, however, it is anticipated that construction will take place under a full road closure with a posted detour. Sussex County Bridge D-18, Fenwick Road Frankford Twp.
During the recent engineering investigation of Sussex County Bridge D-18 it was determined the continued structural degradation of the bridge represents a significant operational safety issue to the traveling public. The currently deployed safety devices are not sufficient to ensure a reasonable level of operational safety for the continued use of this structure.
In the interests of public safety, the County has initiated immediate efforts to close this bridge to vehicular traffic. The closure will remain in place until such time as the deficiencies have been fully evaluated and remedial measures capable of restoring an acceptable level of operational safety have been implemented.
We regret we could not have provided more advanced notice, but paramount to our efforts is the protection of the traveling public’s safety.

Please be advised that CR 614 (a.k.a. Paulinskill Lake Road), in the vicinity of the slope restoration work at MM 0.63, has been restored to two-way, unrestricted traffic. Although several items of work remain, they will be completed utilizing single-lane, flagger controlled work zones as necessary. Continue to expect delays during construction operations. (11/20/2019) Bridge B-10 Superstructure Replacement
As of today, Wednesday, November 20, 2019 at approximately 1:00 pm, County Fairgrounds Road (a.k.a. Recreational Road) in the Borough of Branchville, was re-opened to traffic at Bridge B-10. Installation of the new, Bridge B-10, timber superstructure is complete. Please find the attached Project Completion Notice for additional information.
(10/21/2019) Bridge L-04 Replacement - Public Traffic Advisory Notice
The Sussex County Division of Engineering has scheduled a Geotechnical Investigation at Bridge L-04 on CR-663 (aka Warbasse Junction Road) in Lafayette Township. The investigation is currently scheduled to begin on October 31st and last for two days, ending on November 1st with work occurring each day between 7:00 a.m. and 5:00 p.m. During the work, Bridge L-04 will remain open to traffic and controlled with a lane shift. This work is weather dependent and, as such, scheduling is subject to modification.

Roseville Road over Wolf Lake Inlet
A construction contract for the Bridge C-18 rehabilitation project was awarded to Sparwick Contracting of Lafayette, NJ, at the August 14, 2019 Board of Chosen Freeholders meeting. The completion date for the project is November 30, 2020 and the contractor is expecting a Spring 2020 start date for construction, with a four month construction period. Roseville Road will remain open to traffic during construction with a single lane flagging operation implemented as needed. See the attached public notice for more information regarding the project. Updates on the project progress will be provided throughout construction.

Final design is in progress for the rehabilitation of Sussex County bridge C-09. Public Bidding will take place in Spring 2020, followed by construction in Fall 2020. For additional information regarding the project, see the attached public notice.
(2/19/2019) Improvements to the Intersection of CR-607, Crescent Road, and Lakeside Boulevard, Sussex County Signal SC-36 Intersection of River Styx Road (CR-607), Crescent Road, and Lakeside Boulevard, Hopatcong Borough
Sussex County applies to the New Jersey Department of Transportation for two 2019 Local Aid Infrastructure Fund (LAIF) discretionary grants. If approved, these LAIF grants will provide up to $800,000 towards the replacement of Sussex County Bridge Q-06 carrying Main Street over the Wallkill River in Sparta Township and up to $250,000 towards the replacement Sussex County Signal SC-36 at the intersection of County Route 607 (aka River Styx Road), Crescent Road, and Lakeside Boulevard in Hopatcong Borough. (11/21/2017) Bridge X-20 Closed - Wantage Township Carrying Berry Road over a Tributary of the West Branch of the Papakating Creek. Damage sustained during the storms of 2011 and subsequent storm events (Hurricane Sandy and other significant flows) have resulted in continued deterioration of the masonry substructure and roadway embankments at Bridge X-20. In the interest of public safety Bridge X-20 has been closed pending construction of a full bridge replacement.
(12/04/2015) Bridge S-25, CR-622 (Newton-Swartswood Rd) Weight Posting Reduction Please see attached for a public notice regarding the pending reduction of weight posting of Sussex County Bridge S-25 on CR-622 (a.k.a. Newton-Swartswood Road) in the Swartswood section of Stillwater. Installation of revised bridge weight limit signs will commence as soon as sign fabrication is complete and all utility markouts have cleared. These details have been developed by the Sussex County Division of Engineering to augment, and as appropriate replace, the New Jersey Department of Transportation Standard Construction Details.
Land Development Standards
Provide rules, regulations, and standards for site plans and subdivisions and procedures for review of site plans and subdivisions within the County's jurisdiction.
The Sussex County Division of Engineering is charged with overseeing the numerous facets associated with maintaining, improving, and monitoring the County's Transportation network. The Division works closely with the Division of Facilities Management providing project support and civil/survey design services for a variety of facility related capital improvement projects. Additionally, the Division of Engineering provides technical support to the Division of Planning.
Included within the Department's responsibilities are tasks such as in-house design of road and bridge improvement projects, management of multimillion dollar design projects, monitoring the condition of bridges; signals; signs; traffic markings and other similar infrastructure items, developing long term capital budgets, construction stakeout, ROW surveys, management of county road and bridge construction projects, track traffic trends, and monitor work within the county right of way through road opening and driveway permits.
