Warren, Sussex and Hunterdon Continuum of Care Receives Funding for Supportive Housing
U.S. Housing and Urban Development (HUD) announced on March 13, 2012, the awards for new projects funded through the 2011 Continuum of Care (CoC) competition. HUD's Continuum of Care grants are awarded on a competitive basis and fund permanent housing, transitional housing and emergency shelter. Supportive services can also be funded such as mental health counseling, job training, childcare, healthcare and substance abuse treatment. There are 15.7 million in HUD grants, which are targeted for housing and service programs in rural communities, demonstrating HUD's commitment to combating rural homelessness. About 6.7% of all new funds were awarded in New Jersey in the amount of $131,521,580. New Jersey also received funding for renewal projects in the amount of $25,037,712.
Warren, Sussex and Hunterdon Counties CoC, the only Tri-County Continuum of Care in the state, was awarded a total of $305,217 in new funding and $247,827 in renewal funding in the 2011 Continuum of Care Competition. Renewal projects include Supported Living programs in Sussex County and Shelter plus Care housing vouchers and permanent housing in Warren County. Supportive Housing programs include housing and services to keep individuals independent in the community. Also, Shelter plus Care provides housing and services on a long-term basis for homeless individuals with chronic conditions.
The new funding awarded to the Tri-County Continuum will provide sponsor-based rental assistance and operating funds. The applicant agency is Community Hope, Inc., and the name of the project is "Tri-County Leasing 2011." Community Hope, Inc., founded in 1985, is one of the largest providers of supportive and transitional housing for individuals in recovery from mental illness and substance abuse in the state. The purpose of the project is to lease housing to provide 10 one-bedroom units and 2 two-bedroom units of permanent supportive housing for homeless individuals or families in Sussex, Warren and Hunterdon Counties. All of the residents will have access to supportive services such as job training, educational services, case management, linkages to financial resources such as Social Security, life skills, mental health counseling, childcare and on-site transportation as needed, among others.
This award will create new permanent housing within Sussex County, fulfilling one of our most important goals outlined in the County's "Ten Year Plan to End Homelessness." Collaboration and planning amongst the three counties has made this goal of housing development a reality.
