The Sussex County Substance Abuse and Alcohol Office is comprised of two components: 1.) treatment services and 2.) prevention services (Municipal Alliance Program).
The treatment component receives a grant from the NJ Department of Human Services to subcontract with various agencies and treatment facilities throughout the county and/or state to provide education and direct treatment services to the residents of Sussex County. These funds are to be allocated for residents of the county who have no insurance or are low income and cannot afford to pay for services on their own.
Funded services include, but are not limited to: 1.) Residential (Inpatient) services; 2.) Outpatient Counseling services; 3.) Half Way House services; 4.) Detoxification Services; and 5.) various Educational services.
Each year the Substance Abuse and Alcohol Office must prepare and submit a plan to the State Department of Human Services outlining the needs in our county as well as the way in which we will be allocating the funds awarded. Funding is dependent upon the award being distributed to the county. This plan is compiled by the staff and the Local Advisory Committee on Alcoholism and Drug Abuse (LACADA), approved, and forwarded to the Board of Chosen Freeholders for approval and submission to the State.
The responsibility of the Substance Abuse and Alcohol Office is to ensure that Sussex County receives funding to provide treatment services to our residents. The office oversees all the contracts and payments made to agencies providing the specified services. Yearly contract monitoring is completed to assure that contracted services are being adequately provided.
The LACADA is appointed by the Sussex County Board of Chosen Freeholders to serve as their link to the needs and issues concerning those with substance abuse and/or alcohol related problems. The LACADA is also the advisory body which reviews funding applications and makes recommendations to the Board of Chosen Freeholders. S.C. also has a Professional Advisory Committee on Alcoholism and Drug Abuse (PACADA), which is a subcommittee of the LACADA. The PACADA is comprised of members of the professional community who provide treatment services. They participate to stay in touch, informed and to make recommendations to the LACADA.

Another subcommittee of the LACADA is the County Alliance Steering Subcommittee (CASS). Please see the Municipal Alliance Program for details.
