April - June 2015

Andover Maintenance Garage
NJDEP PI No. 010610

Tasks Completed through June 2015:

  • Task 1: IEC Reporting and Annual Potable Well Sampling
    The next potable well sampling event is scheduled for December 2015.
  • Task 2: Update Preliminary Site Assessment Report
    Complete.
  • Task 3: Remedial Investigation Workplan
    Complete.
  • Task 4: Conceptual Site Model
    The preliminary conceptual site model (CSM) for the Andover Garage site is complete and will be updated if new information is obtained during implementation of the remaining remedial activities.
  • Task 5: Groundwater Investigation
    Groundwater sampling was conducted between June 16 and 19, 2015. Contaminants were found in various wells above standards.
  • Task 6: Soil AOC Investigation
    Additional sampling is required to delineate impacts in some of the Areas of Concern. Results of investigations completed to date are being summarized on plans to facilitate delineation of soil impacts.
  • Task 7: Update Receptor Evaluation An updated Receptor Evaluation Form will be prepared and submitted to the NJDEP along with the submittal of a key document.
  • Task 8: Remedial investigation Report
    Upon completion of all planned remedial investigation field activities, the Remedial Investigation Report will be prepared. A Groundwater CEA Fact Sheet form and supporting documentation will be prepared with the RIR. A draft RIR documenting the soil investigation activities has been prepared.
  • Task 9: NJDEP/LSRP Coordination
    The new RI completion deadline for the site is May 7, 2016. The Annual Remediation fee was submitted to NJDEP on May 22, 2015.
    Hydraulic Vehicle Lift System Removal
    In May 2015, CME removed three (3) hydraulic vehicle lift systems. Impacted soil was removed and sampled. Impacted soil was disposed of at the Sussex County Municipal Utilities Authority facility and the Clean Earth of North Jersey facility.

Frankford Road Maintenance Garage
Frankford Township, Sussex County

Tasks Completed through June 2015:

  • Task 1: Infrastructure Characterization
    Sampling related to the site infrastructure characterization is complete. Contaminants of concern were detected in sediment in the garage floor drains. Remediation of the floor drain contamination will be addressed in a remedial action workplan (RAW).
  • Task 2: Conceptual Site Model
    The preliminary conceptual site model for the site is complete. The conceptual site model and the findings of the pump test were used to develop a plan for additional monitoring wells.
  • Task 3: Soil/Soil Vapor Investigation
    The soil gas investigation is complete. Contaminants were detected at concentrations above NJDEP soil gas screening levels. No soil gas concentrations exceeded rapid action levels. The vapor intrusion pathway will be addressed in the remedial action workplan. The soil investigation in the area of the former gasoline UST is complete.
  • Task 4: Ecological Investigation
    On June 3, 2015, groundwater sampling was conducted to evaluate contamination along the western edge of the Alms House Brook and pond. A contaminant was detected at concentrations above the Ground Water Quality Standards. No contaminants were detected in the surface water samples collected at the upstream and downstream side of the Route 655 culvert.
  • Task 5: Groundwater Investigation
    Groundwater testing on existing monitoring wells was conducted on May 5 and 6, 2015. Groundwater testing using temporary well points occurred on June 3, 2015. Concentrations remain above the Ground Water Quality Standards. Installation of additional monitoring wells began in July 2015. Five (5) new wells are proposed to further evaluate the horizontal and vertical extent of the contamination plume.
  • Task 6: Update Receptor Evaluation
    An updated Receptor Evaluation will be completed when the remedial investigation is completed.
  • Task 7: Remedial Investigation Report
    A final Remedial Investigation Report (RIR) and Classification Exception Area application must be completed and submitted to the NJDEP by May 7, 2016.
  • Task 8: NJDEP/LSRP Coordination
    The Annual Site Remediation Fee was submitted to the NJDEP on May 19, 2015. The remedial investigation completion deadline for the site is May 7, 2016.
  • Task 9: Fire Training Academy
    Areas of concern at the adjacent Fire Training Academy, including former chemical fire pits and USTs, were never fully closed. Sussex County has coordinated an agreement for access to the PSTA Site. A site investigation is required to confirm previous findings so that the AOCs can be closed in accordance with current regulations.

Hopatcong Road Maintenance Garage

Tasks Completed through June 2015:

  • Task 1: Conceptual Site Model/Groundwater Investigation
    A preliminary CSM for the Hopatcong Garage site was completed. The CSM will be updated as needed. Site monitoring wells were sampled on April 29-30, 2015. The results indicate contaminants remain above the Ground Water Quality Standards at two (2) wells. Additional monitoring wells may be needed to complete the vertical and horizontal delineation of contamination.
  • Task 2: AOC 5 - Receptor/Potable Water
    On March 25, 2015, CME Associates collected samples from the potable wells for the neighboring properties for volatile and semi-volatile organics. No parameters exceeded the NJDEP Groundwater Quality Standards. The next offsite potable well sampling is scheduled for the 1st Quarter of 2016.
  • Task 3: Infrastructure Characterization
    Limited investigation of facility infrastructure was conducted. Soil contamination in certain areas is above applicable remediation standards. No further investigation is planned at this time.
  • Task 4: Soil Investigation
    The soil investigation for the facility has been completed, and contamination associated with the tanks is generally delineated. No further investigation is planned at this time.
  • Task 5: Update Ecological Evaluation
    The soil and groundwater results of the remedial investigation will be reviewed to determine whether a revised ecological evaluation will be conducted.
  • Task 6: Update Receptor Evaluation
    A Receptor Evaluation Form has been submitted and will be updated as needed based on the results of the remedial investigation findings.
  • Task 7: Remedial Investigation ReportA Draft Remedial Investigation Report (RIR) for soils is completed. A Final RIR for the entire site and a Classification Exception Area application must be completed by May 7, 2016.
  • Task 8: NJDEP/LSRP Coordination
    The new RI completion deadline for the site is May 7, 2016. The Annual Site Remediation Fee was submitted to NJDEP on May 19, 2015.

Lafayette Maintenance Garage

Tasks Completed through June 2015:

  • Potable Well Sampling
    Potable water samples were collected from the Lafayette Garage and Petro Lubricant facilities on December 29, 2014. The full data deliverables for the potable water sampling were submitted to the NJDEP on February 3, 2015.
  • Remedial Action Report for Groundwater
    The Remedial Investigation completion deadline for the site is May 7, 2016.

    A Remedial Investigation and Remedial Action Report (RIR-RAR) for groundwater is complete. An updated Receptor Evaluation was also prepared in association with the RIR-RAR.

    The historic groundwater monitoring results indicate that natural attenuation was generally effective in reducing contaminant concentrations at the site, but still remains at concentrations marginally above the Groundwater Quality Standards at two monitoring wells. No receptors are impacted or threatened by the contamination.

    Further groundwater remediation via natural attenuation is not recommended. Pursuant to applicable NJDEP guidance, a Limited Restricted Use Response Action Outcome can be issued to close a site remediation case if groundwater contamination is present in low concentrations that exceed applicable remediation standards but pose no risk human health and the environment.

    In addition, the existing Classification Exception Area has been modified to represent the current site conditions.

    CME is in the process of applying for a Remedial Action Permit for Groundwater.

    The Annual Remediation fee was submitted to the NJDEP on May 22, 2015.

Layton Road Maintenance Garage
Sandyston Township, Sussex County

Tasks Completed through June 2015:

  • Task 1: LNAPL Interim Remedial Measure
    Light Non-Aqueous Phase Liquid (LNAPL) monitoring was conducted on April 21, May 29, and July 8, 2015, and was detected in wells MW-1 (three times) and EW-2 (one time). An Annual Monitoring and Maintenance Report was submitted to the NJDEP on January 9, 2015, with the next report due on September 11, 2015. LNAPL remains in the vicinity of well MW-1 and monitoring and interim remedial measures are ongoing.
  • Task 2: Conceptual Site Model
    A preliminary conceptual site model (CSM) for the Layton Garage site is complete and will be updated as needed if new information is obtained during implementation of the remaining remedial activities.
  • Task 3: Additional Soil Investigation
    The soil investigation in the former gasoline and diesel UST areas of concern is generally complete. Soil contamination remains at concentrations above remediation standards and a soil remedial action will be required.
  • Task 4: Groundwater Investigation
    Contamination concentrations remain above the Ground Water Quality Standards at the site. Monitoring of the contamination plume is ongoing. Three (3) additional monitoring wells were installed in May-June 2015. Two were installed to complete the delineation along potential fracture migration pathways down-gradient of the source area, and the third well to delineate the lateral extent of contamination at the southeast property boundary.
  • Task 5: Remedial Investigation Report
    A final Remediation Investigation Report (RIR) and Classification Exception Area (CEA) application must be completed and submitted to the NJDEP by May 7, 2016.
  • Task 6: NJDEP/LSRP Coordination
    The annual site remediation fee was submitted to NJDEP on May 22, 2015. The remedial investigation completion deadline is May 7, 2016.
  • Task 7: Remedial Action Workplan for Soils
    A remedial action workplan for soil and LNAPL contamination is expected to be completed in 2015.
