Sussex County FY16 Alliance Plan To Provide Over 80 Community Prevention Programs

At the July 22, 2015 Sussex County Board of Chosen Freeholders meeting a resolution was approved by the board to accept the Fiscal Year 2016 Municipal Alliance Strategic Plan. The Municipal Alliances of Sussex County have recently completed their individual plans for FY2016. Each plan was reviewed by the County Alliance Coordinator with help from members of the county's Local Advisory Committee on Alcohol and Drug Abuse (LACADA). Once they were reviewed they were then presented to the Sussex County Alliance Steering Subcommittee or CASS who voted on them and recommend their approval to the LACADA. After approval by LACADA, they were submitted to the Governor's Council on Alcoholism and Drug Abuse (GCADA) for final approval. On Wednesday June 17, 2015 a committee appointed by GCADA tasked with reviewing each county's plan recommended Sussex County's plan for approval. The Governor's Council voted to approve the plan.

The FY2016 Strategic Plan for Sussex County consists of almost 90 programs that will be conducted by the 11 Municipal Alliances as well as Countywide programs overseen by the Department of Human Services. The grant award for Sussex County is $210,366.00.

There are 11 Municipal Alliance Committees representing 22 of the 24 communities in Sussex County. The 11 Municipal Alliances and the programs they provide or support are:

The Division of Youth and Community Services, Municipal Alliance Coordinator oversees Countywide programs. They are:

  • County Alliance Network Training
  • Boys Council (at the Sussex County Charter School)
  • DSAC - Alcohol and Other Drugs concerns for People with Disabilities
  • Youth Leadership - 7 Habits for Highly Effective Teens (at the S.C. Charter School)
  • Senior Citizen Health Promotion and Education
  • Sussex County Military Support Project
  • Battle of the Bands.

All of the programs presented by the Municipal Alliances must follow the Community Anti-Drug Coalition of America's (CADCA) Strategic Prevention Framework. For a program to be accepted it must contain several of CADCA's seven strategies for community level change. These can be individually focused (provide information, build skills, provide social support) or community focused (reduce barriers/enhance access, change consequences/incentives, alter the physical design of the environment, change policy and rules). All of the Municipal Alliances worked very hard to meet these criteria in preparing their programming.

Each Municipal Alliance consists of members from the community it serves. They are volunteer-driven committees dedicated to providing substance abuse prevention programs and activities within their communities.
